Context

UNFPA is the lead UN agency for delivering a world where every pregnancy is wanted, every childbirth is safe, and every young person's potential is fulfilled. UNFPA’s global Strategic Plan focuses on achieving three core transformative results: ending preventable maternal deaths, ending the unmet need for family planning, and ending gender-based violence (GBV) and harmful practices. In Yemen, prolonged conflict, large-scale internal displacement, economic collapse, and severe breakdown of basic social services have created one of the world's most complex humanitarian emergencies. These cascading crises have disproportionately affected women and adolescent girls, exacerbating protection risks and escalating rates of gender-based violence. UNFPA GBV Programme Team in Yemen is scaling up its emergency protection response to address heightened vulnerability and displacement across key governorates in the West Coast. To strengthen ground-level outreach, service mapping, and early referral, UNFPA is deploying Community UN Volunteers directly embedded alongside mobile outreach units and local response mechanisms . Community UN Volunteers will play a pivotal operational role in this effort by serving as a direct link between affected communities and life-saving protection services. Embedded directly with UNFPA mobile outreach units and Women and Girls' Safe Spaces (WGSS), the volunteers will operate within internally displaced persons (IDP) sites and host communities to facilitate early identification, safe and confidential referrals, ground-level awareness, and active community engagement.

The four National Community UN Volunteer assignments will be carried out remotely, with one volunteer based in each of the following governorates: Aden, Taiz, Lahj, and Abyan, to support UNFPA’s GBV emergency response in these locations.

Task type

Task description

  1. Community Outreach and Awareness: Conduct ground-level awareness sessions across key IDP sites and host communities on gender-based violence (GBV), protection risks, and available support services, while engaging women’s groups and local networks to promote both referral options.
  2. Safe and Confidential Referrals: Serve as a trusted community entry point to inform community members on securely accessing GBV referral pathways (medical, legal, and psychosocial support) and facilitate safe, voluntary, confidential, and survivor-centered guidance strictly to verified service providers.
  3. Operational Support to Field Interventions: Provide day-to-day operational support to UNFPA Women and Girls’ Safe Spaces (WGSS) mobile teams, and community networks, assisting partners in maintaining dignity, data protection, and survivor-centered standards during field outreach and workplan implementation.
  4. Protection Monitoring and Gap Identification: Continuously monitor the safety environment for women and girls, maintain up-to-date local service availability maps, and identify shifting local dynamics, operational bottlenecks, or emerging community protection risks to immediately flag to the supervisor.
  5. Data Collection and Reporting: Collect non-sensitive, aggregated quantitative and qualitative data (such as awareness session counts, attendee demographics, and activity trends) and submit regular weekly and monthly tracking logs detailing outreach reach and operational progress.
