Thank you, Mr. President, for giving me the floor again. My delegation is prepared to exercise its second right of reply in response to the absurd remark made by Japan. We categorically reject once again Japan's remark. Japan, an A-class war criminal state that inflicted untold sufferings and disasters upon mankind in the last century, is taking advantage of the present international turbulence to accelerate its attempts at rearmament with an unprecedented commitment, including the revision of the peace constitution, abandonment of exclusive defense, reformation of the military structures and arms buildup. Such actions are casting war clouds over the entire region. Under the signboard of a counter-attack capability, Japan has buckled down to the development and possession of long-range attack weapons that put neighboring countries within striking range. Its ambition runs counter to its obligations as a defeated nation, and Japan is in shameless disregard of the UN Charter and poses a grave challenge to global peace. On every opportunity available, Japan is accusing neighboring countries of illegitimate to exercise of the inherent right to self-defense. It is obviously aimed at covering up its criminal identity of undermining the foundation of security in the region while establishing legal and institutional mechanisms and expanding aggressive strike capabilities as a war state. Obviously speaking, Japan is a defeated nation and listed as an enemy state in the Charter of the United Nations. The reality proves that Japan's political climate and intrinsic nature marked by a gene of aggression remains unchanged and are mutating into more dangerous forms with each passing day. The international community should never tolerate Japan's neo-militarist and dangerous rearmament moves, which pose serious security challenges in the Asia Pacific region, including the Korean Peninsula.
